In my opinion, there are two alternatives:

or by car. About driving license:

If you are a citizen of a country belonging to EU, you can drive on the Italian soil with no problem, instead, if you are a non-EU citizen, you have to have an "International Driving Permit":

The best way is public transportation but a car does come in handy at times. You'll need to go to your local AAA and procure an international driver's licence. You won't need to take a test - just pay a fee. You should study up on reading the road signage though.

it depend how much money you invest in , anyway by car you don't need driving licence but the best way is to rent a car
