The Euro today is $1.42 ... that means it takes $1.42 to BUY a Euro... and Euros are the currency in ALL of Europe, so it wouldn't make any difference what country you bought it in..
$21 would buy 14.82 Euros
As of today, The exchange between the Dollar and the Pound Serling is, it takes $2.04 to buy ONE Pound Sterling
You will find that the cost of EVERYTHING is about TWICE as much in Europe as it is in the U.S. because of the exchange rate and the fact that the U.S. Dollar isn't worth crap right now. |

It will cost you $ 14.00 US to buy Euro $ 10. You do the math.
Cost of bread varies on where you shop -- supermarket vs. bakery.
Cheapest place to live will be in Youth Hostels.
Best way to travel for a student is to find a buddy, backpack, use the public transit systems (rail/bus). |

The last time I checked the Euro was worth somewhere between $1.35 and $1.50 USD, so $21 would be roughly 14 or 15 Euros.
I can't really help you with the cheapest place to as I have never lived in either of these countries, but I have been to both and I will sa things are not very cheap there, I once paid 6 Euro for a bag of peanut m&m's. |

Both France and Italy are expensive, but not as expensive as Germany and Northern Europe. In Italy, Rome and north of Rome is expensive, but south of Rome is cheaper. In France, Paris is expensive, but if you go south to the smaller towns, it's cheaper. Cheapest place would be eastern Europe. |
