While the 25th is a holiday, not everything will be closed. For example, the Vatican Museums are opened: http://mv.vatican.va/3_EN/pages/z-Info/MV_Info_Orario.html#chiusura (as shown, it was opened this year)
Many businesses will be closed, but there will be places to eat. In addition to the main tourist attractions that are opened, you could go to see the civic ceremonies and processions that mark the day.

Other places that will be open include the Capitoline Museums, Palazzo Doria Pamphilj (very good art collection), Castel Sant'Angelo, Barberini Palace, Corsini Gallery, Borghese Gallery, and the ancient Rome sites.

You could just go exploring and try to find as many of Rome's fountains as you can - there are close to 300 of them.

In that day in every part of Italy is an holiday day. We remember when Italy was free by fascism thanks to americans in 1945. So a lot of store close, but not everyone. Someone is open.

It's a national holiday...banks and offices will be closed but most of the service industry will be open: museums, restaurants, attractions....
