Trastevere, definitely, is the place where you want to be in Rome if you're young- It's a bridge away from the city center, next to a lot of clubs, and it has a little bit of nightlife itself- but the best part about Trastevere is that it really is a piece of Italy. A lot of Rome is really metropolitan and just looks like a city (well... a city with hundreds of awesome monuments and churches), but Trastevere truly is it's own little place inside the busy chaotic citta of Roma. I highly recommend it- I lived across the river near the Vatican, on Viale Vaticano. There were a series of apartments to live there, too, but it's a little out of the way- A taxi from the clubs in Testaccio back home cost me around 10 or 20 euro. :-P Have fun!

On the contrary of other members' suggestions I recommand you the area around Termini because I suppose that two 18 y.o. girls are travelling budget.
It is dangerous as every other place in the city:people who knows how to survive can manage properly as I see.
As Youth Hostel there is another chance in another area but easy to be reached anytime by tube or bus,check:

You want to have fun? You have already an answer. You want to be safe too, so try a hotel in a very central areea and I suggest you Eurostars International Palace- via Nazionale no.46, very well located and close to all the beauties of Rome.

Are you going to LIVE there, or just visit and looking for a hotel? I just got back from Italy. I stayed close to termini. It was great because it was close to shops, a grocery store, HOTELS (lots of tourists), and of course the train station. It is dangerous everywhere in Rome. You will encounter gypsies anywhere you go!

Stay away from the Termini train station area. It is very dangerous. There are gypsies everywhere, along with many shady characters. Even in the daytime I had problems.
