May vary a little year by year (and vary according to every single municipality, big or small); generally, sales ("saldi") start during middle of July (summer) and beginning of January (winter)

sales in Venice should start end July. If you get to Venice before then, go to mestre weekly open air market on Wednesday mornings or Friday mornings and find cheap and nice clothes and shoes. It is quite big. A lot of stuff for the young. How to get there: from Piazzale Roma in Venice take bus #7 or Mirano and get off Mestre Piazza Ferretto (ask the driver or anybody else because it is a place everybody know); the market (=mercato) is at walking distance, near Le Barche Mall.
About other cities, Bologna has a big market on Saturday mornings with a lot of second-hand and vintage stuff but I was there once and I didn't buy because it seemed more expensive than Mestre market.
