You can definitely walk around the ruins in Rome! They're just part of the city, like everything else. You can see where Caesar was cremated and you can even see the grooves in the stones where the chariots drove though. It's incredible! They're right near the Colosseum so you can walk through them on your way there (or on your way out). The Colosseum you do have to pay for though.

Yes, you can go into the catacombs. You have to be more specific about ruins. There are ruins everywhere in Italy - generally you are restricted from walking on them for obvious reasons. But you can see them.
