When in Venice I noticed that a lot of houses had bottles full of water on their door step. Why is that?

For some reason italians think it keeps away animals from pissing around their home. Probably along time ago they used to keep their own pee in those bottles to keep away animals. I dont believe regular water will actually work, but they carry on the tradition.

g.monkey is right! I don't know if it works, but a lot of people do it to keep away cats and dogs. Italians are strange, sometimes.

Could it be that there is a water delivery system like the old milk delivery man in the old days? (especially if the bottles are new and full).
Or could it be a recycle program (if the bottles are empty)? The trash/recycle man will be coming to pick them up.

In Thailand, some houses had a water container in front of their house for drinking and cleaning in the olden days for people at home or travelers going by the house.
Some containers were low to the ground and used for feet washing, because a lot of people did not wear shoes in the past. They just put their feet in there before stepping into the house.
Interesting question!
