hotels are cheap after christmas and new year . but then weather is not that nice and there is also no heaters in buildings in Rome.
in august city would be dead, because it is too hot, they are going to holidays themselves. and many shops and restaurant would be closed.
spring and autumn would be nice, but not that cheap |

DO NOT for any reason find yourself in Rome on May 1st. Everyone in Italy is there that day for a national holiday. The streets are packed and it is absolutely insane.
Try www.venere.com for hotels, but they are very expensive in the good parts of the city no matter when you travel.
