Florence is in Tuscany which is in Italy. In is in the center part of the country just north of Rome, the capital, which is in the region of Lazio.
Yes, you can rent cars here, in town or at the airport -- all of the major car rental chains have offices here. And it is easy to drive into the countryside and visit vineyards that make wine.

Whatever airport you fly into, you will be able to rent a car. Florence is in north central italy, known for wine making and beautiful scenery as well as art. There are lots of italian wineries, I suggest buying a wine magazine and search a few of them out to go and visit.

just an hour west by train is Pisa, which you can't miss if you're that close. One of the most recognizeable structures in the world, and free to gaze at it ($$ to go up in it.)
