We're stationed in Naples and moved off base a year ago, and we're renting a beautiful home in Casal Di Principe, which is on the outskirts of Naples, and it's really nice area. No matter where you go in Naples, you're going to be faced with the garbage problem, but this area is taken of care pretty well, and they are building so many new homes here.
I have friends that live right in Naples, and most don't have a problem, but I wouldn't recommend living downtown Naples. They do have more crime there.
There isn't a lot of crime as far as murder and rape. Honestly, in my two years of living here, I have only heard of two murders in Naples and they were both Mafia related, so it was a Mob on Mob thing. I truly feel safe here. And most of the houses have huge security gates around them, and the homes come equipped with alarms. They're biggest crime is break-ins, but for my house, it would be nearly impossible for anyone to break in, and that's the way I see it for many other homes as well.
Naples is the poorest area in Italy, so unemployment is high. About 40% of the population is unemployed. That's why they have the problem with break-ins. But this is a good city with a lot of wonderful people.

The best area is Posillipo but to live there you need to have won the lottery!!!!!!!! Naples is quite safe if you know how to behave. For example not walking with fear in your eyes or glued to your purse, hold on yes but napoletans have a knack for knowing the tourists and the people who actually live here. We do have a garbage problem at the minute but only in some areas of the city. I live in Downtown Naples in the oldest area near the Spaccnapoli and we have our garbage collected each night at 9pm with no problems. I live in an apartment block built in the 1600's, have a great view of the Naples Gulf and Vesuvius, have a private terrace on the 6th floor, am 5 minutes from the train station, 5 minutes from the port,. 5 minutes from the two most important shopping streets, across the street from one of the most important universities in Italy, 15 minutes from the airport, 5 minutes from the beach, in the dead centre of Naples and I feel more safe here than when I lived in Milan, New York or London!!!!!!! And am more happy here than in those grey places....here its always sunny and never cold........

Unfortunately,there is nowhere safe in Naples...
I would not recommend buying there...though it's a nice place to go on holiday...
