The vatican has fewer than 1,000 citizens. The pope is one, there are 58 cardinals, and then about 300 clergymen who work abroad and 62 clergymen that live/work in the Vatican City. There are also about 100 or so members of the Swiss Guard who protect the pope and the Holy See, and there are a few state officials, too. There are less than fifty lay-people who are citizens of the Vatican City. Most of the people who work there don't actually live in the city, and yes -- they do issue their own passports. |

Vatican City or the Holy Sea is an independent country and of course their inhabitants (824) have passports. It has concluded a free border agreement with Italy which means that no passport controls are established for traveling form Italy to Vatican City or vice versa.
Their citizens need passports for travel as everybody else and for example a visa to travel to China or Russia.
