it may be because northern italy is mountainous and near the alps. so there will be more rain from the clouds as in scotland and the lake district in northern england.

Wetly? Northern Italy isn't all that wet. Parts are indeed famous for its fog (parts of Lombardy and the veneto) but it's not an entirely constantly wet area.
