My guess is that there is a sewage problem there. There is an area near Napoli where the sewage is dumped.

I am presuming its because Palermo is mainly port/urban area. Maybe able to answer your question properly soon as will be visiting next week.

Probably a sewage problem.... the signs go up when raw sewage is let go in a beach area there.
