Am I allowed to bring U.S. Cigarettes to Costa Rica without filling out customs papers?
I'm traveling over the summer with a camp program. I'm wondering because being with my camp I probably wont get the chance to buy them there and if they even notify anyone that I have cigarettes the camp will leave me. I only want to bring like one or two packs, would it be smarter to keep them in luggage or in my carry on bag or even on me?
Costa Rican customs will not bother you for only one or two packs of cigarettes! You could carry these on with you.
Now if you were talking about two or more CARTONS I would suggest that you keep them in your luggage.

You are allowed up to 2 cartons.
I would carry them with you , as I had cigarettes taken from my checked bag recently

No I'm sorry.. Cigarettes are not aloud in campgrounds in Costa Rica. If found you will be arrested by the CRPD,
(Costa Rica police department). Although there are some camps that allow them, many others don't. Beware this had happened to one of my friends.
