I visited very briefly but what I saw was beautiful. The city seems to be very poverty stricken but I felt very welcomed everywhere I went. The only bad experience I had was the hospital and the legal issues that had arisen from that. If you have any legal troubles there, it is very difficult to get satisfaction when you return to the US - no extradition, limit on damages. The hospital had limited facilities in terms of addressing serious injuries/illnesses. The roads were decent enough to travel on - though you won't have your choice of many routes, highways like you do in the US. There was only one main road to where I was - may be problematic if you have to get out in a hurry. Belmopan is a high crime area but it is fairly modern. If you are into scenery the outskirts are much better.

I visited for a day via a cruise. I would not think it would be a good place to live. It felt unsafe to me. The roads were awful and full of potholes. We were going out to the ruins. They were well worth the ride. Absolutely beautiful.

I would suggest a visit first.
