Are Chileans good people , or they are jealous people?

i heard of the things they done to their neighbours; and that many countries in south america dont like them at all, is this true and why.

I don't like generalizing, I've met good chileans and some not-so-good chilean people. They can be sweet, clever, proud and understanding. Some are jealous, obnoxious, conceited and too proud of themselves.
They are good in friendships, but some of them are only nice to their friends and mean to the rest of the people. The problem I see is that they are very self-centered, as individuals and as a country. I've got nothing against them, though it bothered me the lack of support they have given to the rest of the latinamerican countries.

I think that is not correct to generalize a whole country. When you say that you've heard what they have done to the neighbors I guess you mean the war against Bolivia and Peru in the 19th century. After that war, Chile took territories from Peru and Bolivia. But haven't many countries, including Europeans and the United States, taken territories during past wars? The problem is that for some governments is useful to keep alive the enmity against a foreign country, even after a war that happened two centuries ago, because it distracts the people from the internal problems of poverty and corruption. In that way, they blame their poverty in others.

Chileans are just like any other people in the world, you find nice people and not so nice people. They have been consolidating their democracy and economy during the past years so I guess they are doing it right.

What a stupid question. There are good and bad in every single country. If I were you, I would question replacing
'Chileans" by "Americans".

Well, I am Brazilian and I have nothing against them.

But some countries do have problems with Chile. Bolivia lost its litoral in war against Chile in the XIXth century, and they hate them because of that untill today. Bolivia and Chile don't have normal diplomatic relantionships. Argentinians also don't like Chileans very much, because of boundary problems and because Chile was the only South American country that didn't support Argentina in the war against England for the Falklands. But Chileans are OK, they are a very nice and well-educated people.
