Yes. Rafael NĂșñez International Airport is there. Direct flights arrive there from a handful of Caribbean and Latin American nations, Miami (some people consider this a Latin or Caribbean nation btw), and Spain. Direct flights from other locations may be possible during promotions during the high season. If you fly with Avianca... you'll go to Bogota first and then on to Cartagena. Aires is a carrier that I recall with flights from the Netherlands Antilles.
