Costa Rica is a neutral country. There are no military bases in the country. Besides, Costa Rica has no standing army which cancels out the need for military bases.

No US bases in the DR, but they have National Police and Border Bases. They are not good friends with Haiti and are afraid of being invaded with refugees if things get worse there.

Costa Rica doesnt have an army since 1948. Our "airforce" consists of 11 aircraft. Yes, 11, including 2 helicopters. Also they aren´t even equipped with guns.
On the other hand, the Dominica Republic has the second largest military (first is Cuba) in the Caribbean. It consists of 44 000 people. You can get a really good description here

The military of Dominican Republic has about 5000 personal, as for Costa Rica has not had an army (as we know of it) since the end of their civil war in 1948.

However they do have a "somewhat" of an air force that nowadays resides under the Ministerio de Seguridad Publica, of which the abbreviation MSP can be found in the serials of its aircraft. CRs air force has about a handful of fixed-wing aircraft and helicopters for surveillance and liaison duties who I believe their main base is in San Jose.

CR also has a coast guard whose job is counternarcotics and law enforcement. I know they have a bases in Puntarenas and Quepos.

Costa Rica is called the "centralamerican Switzerland" because is one of the countries without military. so you will not find any bases in Costa Rica,
