In the larger cities, particularly Santiago, there are people from everywhere. This will include a number of foreign students and workers, and some are African. There are also lots of gringos (US americans) of whom many are black. And people from other Latin American countries are often of mixed race which may include African heritage.
The "usual" Chilean is some combination of Spanish and Araucano.

If you get to see any, they are all foreigners (diplomat's family, students, etc,etc.). But Chileans get the Hots for the exotic so you will be getting lots of "Hitting On" from them.

Yes there are, there are blacks in every country in Latin America. The thing is some have more than others, so Chile has very little compared to Brazil (which has the largest black population in all of Latin America).
