depends on you.

the rainy season in that part of the Andes is roughly December to April, the dry season April-November.

if you do not want to see too many tourists go to Machu Picchu during the rainy season.

Dry season in the Andes is from June to September. However, the further into the dry season that you travel, the dryer everything will look. So if you go in August, for example, all the surroundings of Cuzco will be dried up and yellow.
Machu Picchu, on the other hand is in the jungle, so it is perpetually green. However, to get to Machu Picchu, you must go through Cuzco and a visit to Cuzco when it is dry and withered is not as much fun as a visit when it is still green.
My advice, as a seasoned traveler in Peru is to try to get there in the early part of the dry season. That's usually what I do.
Words of advice. Even in the dry season you can get rain, so be prepared. Also, book oyur train tickets early, that's the main bottleneck in the Machu Picchu trip as there is only one company that offers the trip (I'm enclosing the web page).

I would recommend Sept or early Oct.
you miss the rain and the crowds.

15 of august, best time of year
