I an currently living in Costa Rica and cigarettes here are extraordinarily cheap. If I were to load a backpack with cigarettes would I be allowed through customs?

They very well may confiscate them. It depends on where the cigarrettes are made. Obviously if they're from Cuba than no. The reason why they may confiscate them is so that you don't try and resell them. If I were you I'd put a couple packs in your carry on and then a couple cartons in your bag. They will allow you to bring in the packs because they know assume you aren't trying to resell them.
This is how I get Cuban cigars into the country, so I'm sure you'll be fine bringing in plain ol' cigarrettes.

I don't think bringing a backpack full of them would be allowed...a couple cartons would be fine.

I live in Costa Rica and fly back to the states all the time, i bring back a couple of cartons at a time. I be leave you can bring back as many as you like, as long as it's under 500 dollars worth.
