You can, but my experience tells me that you should at least use registered mail. At one time I sent a package that never got delivered. If it's a registered mail, you at least can track down where it is.
But if what you're sending is important and has some value, you should use DHL. It's more expensive but a lot safer and faster (a lot faster).

Yes, but if it is valuable or you are in a hurry you should send it with one of the mail/courier services like UPS, FedEx, or Cargo Express.

yes just make sure you go to the post office so it does not get sent back to you because of not having the correct postage on it

Of course you can. The price would depend on the size, weight etc. For letter it takes between a week and 2. I would assumed that it takes abit longer for a package.
