I'm not sure if I understand your question correctly, but lets see if this answers it...

I actually use paypal a lot (I live in Costa Rica), I use it to both purchase stuff and have payments sent to me. The only problem with it is that paypal doesn't work with Costa Rican banks, what I mean by this is that the money that you have on your paypal account can't be transfered to a Costa Rican bank account. So yes you can send money to a Costa Rican paypal, but the money will stay there unless the person has access to a bank which is supported by paypal. Another option would be to send the money and then the person can have paypal write them a check and have it mailed to them, I haven't tried this personally but I know it can be done.

If what you want is to deliver cash to someone in Costa Rica, I would recommend trying Western Union or Money Gram; I personally use the latter because they work much faster, cheaper, and they work with the Banco de Costa Rica so it's also safer when it comes to going to collect the money... With both of them you can send the money through the internet, just like paypal. Here are the sites just in case you want to check them out:

At Tico Times we use Paypal and we have only had a couple of problems sending and receiving money concerning Costa Rica accounts. The problem with Paypal, it at any overseas transfers of monies it might be delay due to the Patriot Act and if Paypal feels something is not right, well your money is put on hold, which can be for months.

Paypal is international; however, the big catch is which banks take Paypal. The only one is the Canada Bank, Scotia Bank, which is also in Costa Rica. In other words, you can send and receive if you have an account at Scotia, regardless of what part of the world you are in. What you really end up doing is sending it to Canada, then it will be in your recorded account usually within 48 hrs, but can be as long as 10 days. But there is no fees on top.

If you do not have an account there, money can been sent via Paypal to any Western Union or Moneygram outlet as Mora said. However, expect to pay extra for the use of Paypal, plus a high international fee from the telegraph company.

One Important Note: If you are sending or receiving money for a product, be very careful. There is ton of fraud going on, and since Paypal usually sides with the complaint, and takes the benefit of the doubt, you may be out some bucks.
