Yes, but you need to get an international driving permit to accompany it. You get this before you leave the U.S. See site below to see that Colombia is on the list of counties that honor this. Actually, it is just a translation of your American driving license to make it easier to read the info there. The 2 approved places to get a permit are AAA and the National Automobile Club. Some countries want you to have the permit, some do not. Colombia is on the yes list.

Athough it is good to have an international driving license (easy to obtain from AAA) you don't need one. I rented a car in Bogota 2 years ago with just my Missouri drivers license and had no problems whatsoever. Nobody will rent you a car with an illegal license.
