I've been 7 times to Santiago and I can recommend some. My favourite best is Hyatt Regency although it's quite expensive. Right opposite Hyatt is a wonderful boutique hotel (5 stars) called Kennedy which is much cheaper and wonderful.
However if you want to go to a great budget hotel in a very good area go to Holiday Inn Express in Vitacura. Another rather cheap and good is Time Callao Apart Hotel.
