It depends on what type of beach you're looking for.

If you're looking for a South Beach type of experience, I have a few suggestions. You could go to Mar del Plata which is a 4-5 hour drive south of Buenos Aires. You could also go to Punta del Este in Uruguay. You can take a 30 minute ferry from Buenos Aires to Colonia del Sacramento, an hour bus ride to Montevideo, and then a few hour bus ride to Punta del Este.

There are also a lot of great beaches along the Uruguayan coast that are quieter and more secluded. I highly suggest Punta del Diablo. It's a tiny beach town and you can rent a cheap cabana on the beach and just relax. In Argentina, you could head south of Buenos Aires to Villa Gessell or Pinamar for a quieter, more relaxing beach experience. Those towns are both a few hours drive from BA.

Across the river is the country of Uruguay. A very popular resort among Argentinians is the resort town of Punta Del Este (East Point), which is east of Montevideo, the capital. I've seen pictures and it looks kind of like Miami, but more laid back!

In Buenos Aires, you are either 3 to 4 hours from the coast beaches (Pinamer, Villa Gesell or Mar del Plata) or more if you decide to go to the Uruguay beaches (Punta del Este) that is warmer (water-wise)

If not anything close would be river-delta (brown) water

A trip to Mar del Plata via bus (4 to 5 hours) is worth it.
