You will need to purchase a visa from Costa Rica visa to enter from the Panama side. Panama and Costa Rica are not part of the Mercorsur countries that offer open boarder travel.

You can enter CostA Rica from Panama just by checking out of Immigration in Panama, and checking into Costa Rica. Going back into Panama, they may require you to buy an new Visa ($5.00)
