You didn't say from where .You can get a round trip ticket from Phoenix for $ 275 when tickets are on sale.Check travelocity.com. Delta Airlines is your best bet.

the bus fares are relativelly cheap. All of the terminals are located on downtown san josé, in about the same area.
There are many hostels in san jose and on the most popular beaches, they cost about $12 a night. Also, you can eat really tasty tipical food that is not expensive in the costa rican equivalent to american diners, called sodas, where the locals eat.

If you are in the U.S., American Airlines is your best bet. Watch out for sales, and book early. With some luck you can pick up a ticket for less than $400. (out of Dallas), a bit more out of Miami.

If you are in a near by country or plan to be, the bus would be cheapest. However I would not recommend it.

If you are traveling from the US I recommend you check out www.ticotravel.com, I found some pretty good rates with them last time I traveled to Costa Rica and they would also find some good deals on accomodations or rental car agencies, good luck!
