Colombia. Cartegena is a huge tourist destination and like the guy on top of me said, many europeans and north americans travel there. It is a very safe city with lovely beaches and beeautiful women. It is also an UNESCO Heritage Site. PLus your dollar will go a long way in cartagena (I'm assuming you're american). In addition you can get bargains on emeralds since emeralds are mined in colombia.

Puerto Rico is less dangerous and the beaches are the best and the people i can even tell u i went for summer on 2006 and i had to go back for chrism's and i spend new years there i the best !!!!!!!!!!
