Hi,
My answer might depend on your age group. For example, Jaco and Tamarindo beach are famous with the surfing crowd. Both are one long street with hotels and shops up and down and a couple of side streets off it. Tamarindo is in the north and Jaco is near San Jose. If you are the same age or older than most of the surfing crowd, my favorite beach is Quepos/Manuel Antonio National Park. Lots to do in the area, lovely beaches and not far from the main airport. The park has tons of wildlife in it and hiking with awesome views.

Playa Tamarindo is amazing.

My entire trip to Costa Rica was the best vacation I ever took. Take time to see more of the country than just the beach.

I lived in costa rica for 6 years, and its probably the most beatiful country in the world.
If you are going I would recommend touring the WHOLE country, or as much possible of it as you can. Time is not really a problem since the country is very small, and money like all travel destinations depends how comfy you want to do it.
But if you do want to go to the beach, then ill list some down and why you should go there:
Pacific: (starting north and going down)
1) Parque nacional Santa Rosa
There are no resorts here. This is one the largest and historicaly importan national parks, they actually beat the usa in a war there back in the 1800s but thats another story. If you want nature there is no better place, different varieties of rain forests (tropical humedo, tropical seco, etc.), all the fauna you can dream of, probably the best surf spot of the country (not necessarily in waves department but in all around experience), a beatiful never ending brown sand beach, thousands of hikes, and very close by 1 hr walking perhaps a beach known as playa nancite where you can witness one of the coolest shows nature has to offer, what its well go check it out.
Accomodations, none whatsoever. You would need to rent a car, drive through hours of dirtroads and camp next to the beach. There are camping accomodations, water, restrooms, designated areas, etc.
2) Near Liberia, millions of beaches.
Here well I would be writting a book if I described the major ones. Just know that you can find anything you wish, white sand beaches, dark sand beaches, rocky beaches, sea-shell beaches (I kid you not, there is no sand just sea-shells great for scuba diving and laidback swimming, it is known as playa conchal and there you can find one of the best resorts of the country. You can find desolated beaches or crowded beaches and depending on where you go the crowd can vary from locals, bohemian south americans, europeans, americans or a mixture of all. You also have millions of the best sufspots in the world at hour drives if that is your thing. Nature is abundant everywhere, and accomodations can go from 10 bucks a night to 400.

Go to Punta Leona, Playa Blanca., Manuel Antonio Beach, Jaco.

you can watch the sun go down....as if the ocean would swallo it. beautiful colors, unbelievable...take a camara.

Two nights in the rainforest, two nights in a beautiful mountain lodge in the cloud forest and two nights relaxing at a beautiful beach on the Pacific.

A tropical beach

The splendor of a white sand beach and the magical sounds of the waves makes of a tropical beach a perfect setting for a honey moon. A variety of activities await you at the warm waters of a tropical beach. Enjoy a cold drink while refreshing after sea-kayaking to a nice snorkeling spot.First and last nights in a luxurious hotel in San Jose. Transfers to and from the airport to the hotel and land transportation to the mountains. Meals included as indicated in itinerary.
