I agree on Cuba not being part of South America! South America has had a wide range of dictators over the years due to the inestability of the economy. Some people will say that Chavez is one (Venezuela), others would say that Fujimori was another one (Peru). There is a very thin line now between a dictator and a president who stays for more than 10 years in power. However, technically speaking, there aren't any dictators right now in South America. Hopefully, we will still see democracy in all our countries for a while.

Since 1989 (Paraguay's Stroessner falled) all South American countries are democracies. Cuba is not in South America.

Fidel Castro in Cuba and Hugo Chavez in Venezuela. Chavez is willing for an endless goverment and bolivarian revolution... that makes him a dictator. He's being ruling venezuela for almost 9 years now.

Fidel Castro is currently the only dictator in Latin America.
The rest of Latin American countries are democracies, with Venezuela in a borderline situation.
