Yes, you must have a passport to fly to Costa Rica. An application is not enough. The current "flexibility" program applies only to Mexico, Canada, and countries in the Caribbean...because the regulations for these areas are very recent. Passports to fly to Costa Rica are not a new requirement. If you have applied for a passport and it looks like you wll not get it in time, go to the webpage below and follow the directions under section # 4 titled," if you are a U.S. citizen travelling to any other country..." Hope things work out for you.

your flying out of the country. why are you asking if you have to have a passport?

Yes, you do need a passport and perhaps a VISA, depending of where you are from.

The carrier you choose has nothing to do with your country of destination requirements. In fact the carrier should let you know what they are, for if they fail to make sure all passengers comply the carrier gets heavily fined.

You can apply for an expedited passport, but you have to physically go to a passport office and wait for hours and it costs an extra amount of money, but they can do it quickly if you get in there.

An application would not do it, you need a passport.

If you are not from Costa Rica you need a passport. You may not need a Visa. is that your question?

You're kidding? Right? Even if you could get into Costa Rica without a passport-which is really doubtful-try getting back into the United States and proving you're a citizen without one1 Don't chance it. You can expedite your passport application but you have to go to a passport office and pay an extra $60.
