Does Bogota City in COlombia has a street with 16 lane each way?

NO! Traffic is a huge mess all the time in Bogota. The infrastructure is aging.. and the city, with about 8 million people, grows too fast and the city is old.. and the original tiny narrow streets still exist in many places. Also there is little to no signage, you have to know where you are going or take a cab.

No. Not that I can recall. Then again, it's been a while since I've been there.

Not that I am aware of. You may be thinking of the street in Buenos Aires, AR that is the widest in the world (to my knowledge). It's Avenida 9 de Julio, with about 10 lanes in all; not each way.
