Fiesta del Maíz in Upala is held on October 12th is a celebration of the corn harvest.

Corn is hailed with a parade and costumes made entirely of corn husk, grains, silks along with the typical foods and dishes made of corn.

Arts and crafts made out of corn are also exhibit to celebrate the regional corn crops

I know of a restaurant called El festival de Maiz. Like you already know it's translated into "Festival of corn" though it's not really a festival just a restaurant. It's basically almost all food derived from corn like tamales,Chorriadas etc. It's really delicious I've been there, yum :D

I dont know about a festival, but there is a restaurant that is very famous with that name in La Garita, Alajuela. They serve corn-based dishes. It is really good, but not very fancy. Hope it helps!
