I want to do at least a four week immersion program that isn't too expensive.
Go to Ecuador or Argintina. Lima is huge and dirty and very fast paced. Quito or Cusco in Ecuador, or Mendoza, Buenes Aires or Cordaba in Argintina. Or even Cusco or elsewhere in Peru. Just not Lima.
