The drinking age in Costa Rica is 18 (to drink & buy) but its not strictly enforced so you can easily buy it at 17 or any age for that matter. Only really upscale bars and clubs will require an I.D. (or copy of your passport to check you birthdate). Other than that, you can buy alcohol anywhere else, the supermarket having lower prices than buying a drink at the bar or clubs.
The drinking age in the majority of countries in Latin America is 18, but they don't strictly enforce it.

I lived in CR the legal drinking age is 18, and trust me, even laid back places on the Caribbean coast may occasionally ask for ID. A lot of times it isn't required, but there is a legal drinking age.

I don't know the legal limit. But believe me, its not like you'll get carded or anything. No one cares. Yes you can drink.
