I'm afraid there are various issues to be taken into consideration:
1.Sometimes it is a case of simple inadequate, incompetent or unreliable police.
2.Policemen get paid too little and recieving wads of cash to simply turn a blind eye is too tempting.
3.Politicians as well as high-ranking police officers are corruptible, for the right price.
4.In Mexico, as what happened in Colombia, the mafia nowadays actually has contacts in the state Intelligence who tip them off about raids, and even eavesdrops on conversations of important politicians by tapping phones. This information is gathered and used as extortions.
5.There will always be a production of drugs wherever there is a demand, i.e. from The US and Europe.
6.There was a regional meeting with special envoys of Colombia, Bolivia, Peru and other drug producing countries where the outcome was that the UN had required results in diminishing production in 10 years with an increased budget - which has only led to increase in drug trafficking.
That meeting led to a historical conclusion: instead of fighting production, which they say is a lost war, fight for prevention.
Prevention means more education, campaigns and awareness of the implications of drugs in schools and in society in general.
In Bolivia, producing and selling coca leaves is legal. And the Coca Farmers Association has become more powerful over the years – even powerful enough to weigh in any party’s favour during elections.
Products like coca toothpaste, coca beverages or simply coca leaves are available freely.
To conclude. Some politicians in Colombia claim that the only way to fight drug production is by legalising the consumption of drugs. This would mean, hypothetically, that the large demand for drugs would push the price of drugs so low that it would make it simply unprofitable business. (think about that!!)

Money....and politics.....but mostly money. If countries like the USA keep certain drugs illegal, the demand will stay high and suppliers will cater to that high demand. Also, in some countries, both sides of the political spectrum are secretly funded by the drug trade. |
