There are usually good parties in Escazu, Santa Ana and Jaco Beach. You should have no problem partying to your heart's content. Make sure you check La Nacion, the country's leading Spanish language newspaper and you will find all of the places that will be jumping on Halloween. Halloween is not celebrated by kids that go trick or treating in CR.
Its only celebrated by adults that like to party and make costume parties.
So you might find a few clubs that might have halloween parties you just have to look around when you get here.

Americans living there are usually the ones who celebrate Halloween. by the way, I have also lived in Costa Rica and I HATE Jaco beach. It's a surfer beach. the sand is black, the waves are rough. Other beaches are much much better. |

It really depends on what part of Costa Rica you will be at. Some of the tourist hotels/bars do have some sort of Halloween party, but not quite what you would expect in the US, since there is a change in customs. Go to the below link, I believe it will answer your question and more

I know in Sana Ana (which has a lot of Americans), about 15-20 minutes from San Jose, there are many smaller like bars that have Halloween parties. Several years ago, I went to a friends house who had a Halloween party. Everyone was dressed in a costumes but there was not any of the goulish decor that you expect to see at this type of party. |

Yes.... and they celebrate in Grand Fashion. The best place to enjoy Halloween is in the Jaco Beach (Playa Jaco) region of Costa Rica. Only 1hr 45minutes from San Jose'
