I've heard from people who have been there that they are very bad. The climate in Belize is subtropical, and there are plenty of mosquitos, no-see-ums, sand flies, gnats. The Sittee River area is the worst place for bugs in Belize. June to October, which is the rainy season, is the worst time of the year for bugs. There are no required vaccinations to enter Belize, although it's recommended to have your Hepatitis A and B, as well as a Tetanis shot up to date. It's also recommended to take an anti-malarial medication with you if you are staying in the remote jungles of Belize. There have been isolated cases of Malaria and Dengue Fever in the dense jungle near the Guatamala border. I would bring the DEET spray with me for sure.

I've been living in Belize for a couple of months and sometimes bugs are really bad! specially in areas near the rivers or the canals. So you should definitely bring DEET spray. You can get diseases from bugs, but since I've been here I have not heard of a dengue or malaria epidemic, there are some isolated cases but not regularly.
