How do I dial Lima, Peru?

I need help dialing. A friend in Lima has given me these two phone numbers:
831*XXXX and 9831XXXX (with the Xs being digits, obviously). The first one is a Nextel, and I have no idea of what the other one is. I know I have to dial .011 and that the country code is 51, but after that, what do I dial? I have tried several different variations of what I thought was correct, but keep getting error messages. Thank you, de antemano.

You have to prefix 9 to your old 8 digit mobile number. yxxxxxxx becomes 9yxxxxxxx

the 831*XXXX is a nextel and the 9831XXXX could be a cell phone from Abancay or Apurimac, but I wouldn't be sure because it has a 1 as the fourth number, so, it doesn't belong to any cell phone series, it may be from Lima and your friend missed to give you the additional number, if it so, the number would be 99831XXXX (in Lima cell phones have 9 numbers). Any way, if you know the city you are set, for example:
if it is Lima it will be: 011 - 51 - 1 - 831*XXXX or 011 - 51 - 1 - 99831XXXX. If it is apurimac, it will be: 011 - 51 - 83 - 831*XXXX or 011 - 51 - 83 - 9831XXXX (which I don't think so)

Junaidi is right: currently cell numbers in Peru have the following format: 9 xxxx xxxx. In addition you must also place the area code of Lima (1) in front of the cell number. If you are in the US/Canada you should dial the following: 011 + 51 + 1 9 xxxx xxxx.

The two are mobiles phones, one from Nextel and the other from TIM (I think they change the name now).
I am in Australia and I call frequentily to Peru, From here I dial 0011 51 1 and the phone number. When I phone a mobile in Peru I dial 0011511 (and the number your friend gave you).
I guess you are in Australia, so this should function, but is double cero before the 11.

Note: If you are not in Australia you need not to dial 0011, some countries need to be dialed in the case of Peru 051 1 (and the phone number). Others you should put 00 before the code of the country. So as I said if you are not in Australia you should check how is the service where you are and if you'll need to dial 0051 to Peru, or 051.
