You'll need to contact the Venezuelan Embassy. They'll process your papers and give you a visa.

Where are you from?!
Actually, at the Venezuelan consulate in any country (if your country has one) you should be able to obtain all the information there.
Every consulate has a website, and Venezuela's government has put special attention in developing web services. Try that! If not, please indicate the country of origin of the emigrant, and maybe we could help you more!

If paperwork seems too complicated, you can always just cross the border and say "I want to vote for President Chavez!". They'll take you in, give yo and ID and Passport in no time and even get you somewhere to live. Believe it or not.

May I ask why Venezuela?

Who ever said the thing about Chavez is right. Just tell you are going to vote for him and you have a Venezuelan citizenship!
