so you have to dial 011+51+1 before the phone number

Dial 011 + 51 + City Code + Local Number

Regardless of if you use a calling card, a code (like 1010XXX) or you call directly, and you only want to call Lima, you would need to dial:
011 (to call outside the US) 51 (Peru's code) 1 (Lima's code) and then the phone number. If it's a cellular phone, you would still need to dial the whole number, which usually begins with "9".
So....dial:
011 51 1 (phone number, home or cell)
