Don't flush the paper or you gotta a wet problem. Some places you can , like some hotels; but in a nornal houses or another places you can't.

You must have found a bad toilet. Just like anywhere else, some work good and some others don't.
It is a choice whether you flush paper or not. Not a "have to". Many homes are on a septic system instead of a main sewer system. Paper just fills the septic tank that much faster.

Simply don't eat too much and you won't have any major problem with the toilet in "Latin America".
