How to make my NOKIA 1207 Indian phone work in Costa Rica?
It gets 1800GSM. I checked. It uses a SIM card. Is this a no brainer? And do you know how easy it is to get a SIM card in Costa Rica. And how much do you think a cheap card costs?
Do not expect to get a International SIM card (what you would need to use your phone) soon. Also you would take a gamble, providing ICE - Costa Rica cell phone monopoly, will have one for your type of phone.
The 3-4 month delay, you can bet that will be extended to a year if not more. ICE is not the most productive company in CR and they already have massive problems putting in the Pacific Cable (that was to be installed 3-4 years ago).
Your best bet is to rent a phone. Costs are fairly reasonable and you will not have the hassles. And as Yellowstone said, "You have to be a resident or citizen to get a cell phone," and that will probably never change.

Costa Rica has a government cell phone monopoly and they are just in the process of developing a SIM card, prepaid phone card system.
There have been delays and according to last week's newspaper, it was going to be delayed for 3-4 months. However, that does not guarantee that t you could get a card.
Right now you have to be a resident or citizen to get a cell phone-- I don't know if that will change.

In Costa Rica the cell and telephone services are a state monopoly, tht is about to change soon thanks to the TLC = CAFTA
However either way cell phones with a SIM card can be connected by just inserting the card in the phone.
You will have to get a phone line in your name if you are a resident or for a corporation known as an S.A. (Sociedad AnĂ³nima) which is very common and beneficial to have in Costa Rica.
SIM cards are not sold yet in Costa Rica so you have to get a phone line.
