That is a difficult one to answer the way you've posted it. The best would depend on what you like and value most.
I've lived here for three years. I live in the City. I live here because I like the variety of restaurants, grocery stores, theaters, things to do and friends who also live here. We get
broadband, 90+ channels of cable, great power, great doctors, good hospitals, a lot to do. It is the capital.
BUT...although it is a nice place to live, it has it's warts.
It is a noisy city. It is a messy city (trash in the streets) and it is hot (for some people. I am from Miami and don't mind it).
And there is bad traffic.
A lot of people from N. America live in Boquete. It is a small town, six-seven hour drive from here. It is up in the highlands and quite cool. It has a much slower pace. There are not as many upscale choices. There are a lot of people who speak your language and you will meet them and make friends and get in that social circle. So life can be good there too, just different.
Same goes for El Valle, Volcan or Altos Del Maria. All up in the highlands, slower life, cooler temps. Plan on driving more to get the things you need, cause small towns won't have them all.
The same with Bocas, which is more of a boating community as it is a bunch of islands. People go by boat or water taxi to the other islands and the mainland. It has that Florida Keys feel to it and there are a lot of tourist oriented traps to look out for. On that side of the country it rains more often. And life is even slower than in Boquete.
On the Pacific side, closer to the city, there is Coronado. That will be a semi-upscale community centered around a golf course and a horse stable, close to the beach. A lot of houses and condos there too.
So what is best? How you define "best" is going to determine what you think is the best place to live. |

David is NOT the largest city in panama, easily 30% of the countries population resided in panama city. David is hot and humid, far from ideal.
you need to go to boquete (although starting to become over developed) or maybe Bocas del Toro (beach caribbean ocean) |

David is the third largest city in panama, its clean and tidy, the people are sweet and you don't have the traffic or pollution of panama city,
the real estate prices are still low compared to the most popular American spot, which is very cool in comparison, its definitely worth a look, its becoming more attractive to Europeans, i think this is the best place in panama. |
