I would suggest going on a cruise to the Galapagos and then after that you can go stay in Puero Arroyo and find a diving company in that town. Doing this will give you time to talk to people there and find a good company.

I'm a travel agent, and I would recommend Veloso. They specialise in South America and do some great tours to the Galapagos. Didn't know you could dive there, though
