You need to go to the nearest Costa Rican Embassy or consulate to get a new passport if you plan to FLY internationally. if you plan to get back to Costa Rica by land or sea, you can wait until you get home to get a new passport.

I agree with "Charlie's" answer but recommend simply following the"Attorney's" advice and go ahead and get a new passport. Chances are you're flying anyway I assume. Even if you don't plan to come back to the U.S., a passport is always good for traveling anywhere else. (And you never know: your plans to not come back might change in the future.)
