I don’t know if the tour busses in Colon are wheelchair accessible or not, but I do know I have seen the generosity of the Panamanian people toward physically challenged/handicapped individuals. You will have no problem finding assistance with loading and unloading a person in a wheelchair from a bus or taxi. It’s not unusual to see a small group of pedestrian men helping to ease a wheelchair of curbside. I’ve been living here a year now and am confident you will find the people generous.

For other information on Colon, Panama such as free zone shopping see http://www.panamaexpertos.com/

This country is not really handicap accessible. You could bring your own wheel chair and be lifted onto the bus, I suppose. Outside Panama City, sidewalks and streets are uneven, not marked where holes are, etc. If you are traveling with someone, it can be done. By yourself would be difficult unless you can book tours which will find an assistant for you. Colon is not a popular or particularly safe place in Panama, unless you're going to visit friends or family.
