Yes you can. US has recognised dual cit since the 80s. <the only thing is that you have to enter and exit the US on your US passport.

According to the peruvian Constitution of 1993 if your parents are peruvians or only one of them, you have the right to get the peruvian citizenship, without losing your citizenship of your country, it doesn't mean that you have to quit your US citizenship. But i also don't know about the USA consititution so you should answer to a immigration lawyer or ask the INS.

Yes you can. Although there is no agreements of dual citizenship between both countries, US alows you to get another citizenship, but I am not sure if Peru has the same considerations. The best for you is to ask to an immigration lawyer.

yes you need to apply for dual citizenship.

Peru and the U.S. do not have dual citizenship agreements. If you get Peruvian passport you may lose U.S. citizenship.
