Puerto Rico is a country without full sovereignty. It achieved self governing powers and it's own constitution in 1952. It has a political association with the US that some say it is a "modern colonial "relationship. The 'compact of association' allows the US to control the external affairs of Puerto Rico(customs, defense and international commerce) while Puerto Rico receives financial aid instead. The United Nations recognized Puerto Rico's self government in 1953 when it took the island out of the 'non-governing nations'.
This association is not permanent and Puertoricans have voted in several elections if they want to continue with this association or become fully independent.
The official name of the country is : Estado Libre Asociado de Puerto Rico ( translation: Free Associated Country of Puerto Rico / US congress prefers this translation: Commonwealth of Puerto Rico)

Puerto Rico is a nation, it is not a "bunch of people" living on an island, i mean, 500 years of history with a common language, religion, i mean they are a full blown Nation many centuries ago.
, it achieved self government on july 25, 1952. Puerto Rico had a colonial regime from 1898-1952 when americans invaded the island. It was not until 1952 when puertoricans achieved their freedom as a country with the actual status of free association.

Puerto Rico is a commonwealth of the USA.

"American Samoa, Guam, and the Virgin Islands are all territories of the United States. Washington, D.C. and the Northern Mariana Islands are commonwealths. Puerto Rico was once a territory, but is now a commonwealth.

Territories and commonwealths are partially self-governing areas that have not been granted statehood. The indigenous peoples of these areas are citizens of the United States.
